CARE International in PNG is recruiting a MEL & Safeguarding Coordinator based in Goroka. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. CARE International in Papua New Guinea (CIPNG) has a focus on Gender Equality, Governance and Essential Services, Humanitarian and Livelihood.

The MEL and Safeguarding Coordinator will support the Program Quality (PQ) Advisor in CARE Papua New Guinea (PNG) in delivering comprehensive Monitoring, Evaluation, Learning, and Safeguarding considerations across Country Office (CO) projects. The main responsibilities include implementing robust MEL frameworks and databases, ensuring projects are aligned with safeguarding standards and promoting a culture of continuous learning and improvement.

S/he will provide technical support to project teams and partners, ensuring that safeguarding and accountability are integrated at the program and project level, following the accountability framework, developing, and monitoring PSHEA action plans and CBFM system based on risk matrixes and risk mitigation plans for all projects.

The employee shall fully comply with CARE policy and procedures and should be accountable for it.

The MEL and Safeguarding Coordinator position is Goroka-based with up to 40% (must) field travel.

SELECTION CRITERIA

  • Minimum bachelor’s degree in social sciences, computer science, Community Development or other relevant fields and/or minimum 4–5-year relevant work experience,

  • Demonstrated work experience in fields such as knowledge management, research, social science, and analysis, science or equivalent; ideally with a strong focus on social research, IT, and learning preferably with an International Non-Government Organisation (INGO) and/or private company;

  • At least 5 years of relevant experience in a MEAL management role in an international development programming context with demonstrated experience in quantitative and qualitative methods.

  • Three (3) years experience in setting up and managing MEAL systems across various programs and sectors desired but not required

  • Excellent communication skills in both in Tok Pisin and English;

  • Excellent interpersonal, communication, training, and facilitation skills

  • Excellent experience in designing and establishing/strengthening systems for knowledge and data management

  • Strong knowledge of, and experience in using, different qualitative and quantitative research,

monitoring and evaluation tools, practices, and techniques to assess project and program impact and generate knowledge management and learning

  • Ability to integrate information from diverse sources, often involving large amounts of data; this includes synthesizing information and summarizing it into key points for use by others

  • Experience working on MEL processes in one or more of CARE's thematic areas (Humanitarian response; Food Nutrition Security Livelihood; Sexual Reproductive Health and

Rights; Women’s Economic Empowerment; Gender-Based Violence, Water Sanitation, and Hygiene, and Education)

  • Representational skills including developing networks and relationships with other key stakeholders;

  • Demonstrated strong leadership, decision making, conflict resolution, analytical and influencing skills;

  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;

  • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy.

  • Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities;

  • Computer skills, including knowledge of relevant software e.g., Microsoft Office 365 applications including SharePoint; (SPSS or related data analysis software would be an advantage).
