Provincial Coordinator - Child Nutrition and Social Protection Project (CNSP)

Where you come in:

Reporting to the Deputy Team Leader, you will lead the implementation of all activities in his/her assigned province. This role will focus on coordinating and overseeing all project activities at the provincial level, ensuring effective implementation, stakeholder engagement, and alignment with Save the Children and Government of PNG national objectives.

  • Coordinating Monitoring, Evaluation, and Reporting
  • Providing Capacity Building and Support

This role requires:

  • Bachelor’s degree in a relevant field (e.g., Development Studies, Public Health, Social Sciences). Master’s degree is an advantage.
  • Minimum of five (5) years of experience in project management, preferably in social protection or nutrition programs.
  • Strong understanding of cash transfer programs and their implementation in developing contexts
  • Excellent leadership and team management skills.
  • Proven ability to work effectively with government stakeholders and diverse partners.
  • Proven ability to work effectively in complex, multi-stakeholder environments. Ability to think strategically, prioritise, problem-solve, and meet deadlines in a complex and challenging environment; must be culturally sensitive.
  • Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels and with a range of stakeholders (e.g., communities, government, donors). Proven external coordination and representation skills at a senior level.
  • Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure.
  • Excellent writing and verbal skills in English for reports and communications documents. Ability to present complex information in a succinct and compelling manner. Proficiency in Tok Pisin.
  • Familiarity with the local context and culture of the assigned province.

Position Description

Role Purpose

Reporting to the Deputy Team Leader, the Provincial Coordinator will lead the implementation of all activities in his/her assigned province. This role will focus on coordinating and overseeing all project activities at the provincial level, ensuring effective implementation, stakeholder engagement, and alignment with Save the Children and Government of PNG national objectives.

Key Areas of Accountability

Program Management and Delivery

  • Oversee the implementation of activities in the assigned province, including project participant registration, sensitization, and trainings.
  • Manage the recruitment, training, and supervision of Community Development Workers (CDW) in coordination with district teams and People & Culture.
  • Coordinate with District Officers and CDWs to ensure timely and quality implementation of project activities.
  • Monitor key performance indicators (KPIs) for activity delivery; address any bottlenecks at the provincial level. Develop/refine provincial implementation plans, ensuring alignment with national roll-out strategies.
  • Support the MEAL team in any post-distribution monitoring (PDM) activities in the province
  • Contribute to the analysis of project data and the development of recommendations for improving project performance at the provincial level
  • Ensure adherence to project timelines, budgets, and donor requirements for the province. Ensure timely and accurate reporting on project activities, including financial and narrative reports

Operational Management

  • Oversee the establishment and management of offices in the province. Manage day-to-day operations at the provincial level, including logistics, procurement, and administrative functions.
  • Coordinate with the Deputy Team Leader and national office to ensure alignment of operational processes and systems (e.g., supply chain, human resources, finance).
  • Ensure compliance with Save the Children's policies, procedures, and donor requirements.

Stakeholder Engagement and Coordination

  • Serve as the primary liaison with provincial government officials, Payment Service Providers (PSPs), and other key stakeholders to facilitate smooth project implementation.
  • Represent Save the Children in relevant coordination meetings and forums at the provincial level. Maintain strategic relationships with provincial-level stakeholders and partners.
  • Coordinate closely with government/counterpart provincial coordinators.

Capacity Building and Support

  • Identify capacity-building needs for provincial and district-level staff and coordinate training opportunities. Provide mentoring and support to District Officers and CDWs.
  • Facilitate knowledge sharing and best practices across districts within the province.

CHILD SAFEGUARDING

This position may require the post holder to have regular contact with children or access to children and young people either frequently or intensively.
