WaterAid has been operating in Papua New Guinea (PNG) since 2004, working with local partners and the government to increase access to gender sensitive, socially inclusive and climate resilient water, sanitation and hygiene (WASH) services. WaterAid PNG’s geographic focus is in the National Capital District, and Central Province in the Southern Region and East Sepik Province.

WaterAid works through supporting local organisations and government authorities to design and demonstrate appropriate and sustainable WASH programs. WaterAid also seeks to influence policy change through government and other key sector actors to secure and protect the right of poor people to safe, affordable water and sanitation services.

Position Summary

The Program Coordinator will report to the Senior Program Manager and work with the POM Programs team, WaterAid Australia, Advisors, and Consultants to implement WAPNG’s Southern Region projects and particularly in our ‘software’ component of community & stakeholder engagement and sanitation and hygiene promotion and behaviour change, in line with project work plans, respective annual business plans and the WAPNG five-year strategy (2023 – 2028).

This role is responsible for ensuring that work is delivered in accordance with plans, WaterAid processes, and contract requirements and the sound integration of WaterAid’s hardware (infrastructure) activities to improve access, with our software activities (including hygiene behaviour change, menstrual health education, and strengthened governance for WaSH).

The Programs Coordinator is an integral member of our Programs Team and works closely with our Senior Program Manager and Program Officers as well as our infrastructure, GEDSI, and climate resilience advisors in the implementation of multiple projects. The Programs Coordinator will also manage and provide supervisory, coordination and mentoring support to two (2) staff - the Community Engagement Officer (POM) and Program Officer for WaSH in Schools.

Key Performance Areas/Accountabilities

• Lead the implementation plans and ensure implementation plans are effectively implemented in line with WaterAid’s Quality Program Standards

• Work with Program Officers to prepare and deliver project implementation plans that take into account project/grant requirements, partner engagement and capacity, and good development practice (sustainable, collaborative, empowering, rights based).
• Ensure timely processing of acquittals and follow up with partners/contractors. Activities are implemented in accordance with the available budget.
• Monitor and support implementing partners to ensure trainings and other software components is of high standard and consistent with their contractual obligations and plans.
• Ensure that monitoring data is collected, maintained and accurate in line with Monitoring Evaluation and Learning Frameworks and processes.
• Facilitate information gathering activities related to the collection or development of baseline and end line data, case studies and research.

• Ensure that WaterAid’s community, school and healthcare facilities (HCFs) WaSH projects are inclusive, by engaging women, girls, people with disabilities and other marginalised groups in design and implementation.
• Maintain constructive working relationships with WaterAid’s local partners

Qualification, Skills & Attributes

• Bachelor’s Degree in Arts, Business or any related field.

• At least five years of experience designing and supporting implementation of community engagement, behaviour change, capacity development or other relevant community development projects (Specific experience in WaSH projects will be highly considered)
• Program management, including the management of project partners, budgets, monitoring activities and reporting.
• Experience with conducting baseline and end line assessments for hygiene and sanitation projects.
• Ability to prepare or develop monitoring and evaluation tools.
• Ability to manage a team of field assistants and complete field work within budget and time constraints.
• Proficient with use of Microsoft Word, Excel and Outlook.
• Solid project management skills, including time management, budget management and forward planning.
• Strong networking and relationship building skills.
• Strong facilitation, collaboration and presentation skills.
• Excellent written and spoken communication abilities.
• Strong analytical and research skills.

Ergonomic work stations within an open plan office.

Level of contact with children

The position will be required to maintain WaterAid child safeguarding principles and

standards at all times.
