MEL Coordinator - Child Nutrition and Social Protection Project (CNSP)

Where you come in:

In collaboration with the MEAL Manager, the you will have a key role in ensuring SCiPNG has quality programs through appropriate monitoring, evaluation, accountability, and learning methods. The MEAL Coordinator will ensure that SCiPNG projects are continually monitored, and lessons are not only documented but inform project implementation. S/he will support teams in achieving project outcomes/impacts and accountability to project participants according to Save the Children and donor policies and requirements. The MEAL Coordinator will lead on building MEAL capacities of staff and partners.

You will make an impact by:

  • Providing oversight on Monitoring and Evaluation
  • Ensure that accountability to project participants is a core indicator of success for projects.
  • Facilitating learning processes with the teams, including organizing reflection sessions and workshops.
  • Overseeing Stakeholder Engagement and Advocacy

This role requires:

  • Bachelor’s degree in a relevant field (e.g., Statistics, Social Sciences, public health, economics, or related field). Master’s degree preferred.
  • Minimum five (5) years of MEAL experience, preferably in social protection/nutrition programs.
  • Documented experience in successfully leading and implementing MEAL activities – system design, programmatic quality audits, systematic tracking and analysis, different evaluations approaches (e.g., randomised controlled trials, quasi-experimental designs, Most Significant Change, outcome harvesting), surveys, assessment systems.
  • Thorough knowledge of results-based monitoring frameworks. Strong knowledge of quantitative and qualitative research methodologies.
  • Expertise in data analysis software (e.g., KOBO Collect, STATA/SPSS/EPI/Power Bi,) and data visualization tools.
  • Excellent project management and organizational skills.
  • Proven ability to work effectively in complex, multi-stakeholder environments. Ability to think strategically, prioritise, and meet deadlines in a complex and challenging environment; must be culturally sensitive.
  • Strong analytical and problem-solving abilities.
  • Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure.
  • Excellent writing and verbal skills in English for reports and communications documents. Ability to present complex information in a succinct and compelling manner. Proficiency in Tok Pisin.
  • Willingness to travel frequently to project sites.

Role Purpose

In collaboration with the MEAL Manager, the MEAL Coordinator will have a key role in ensuring SCiPNG has quality programs through appropriate monitoring, evaluation, accountability, and learning methods. Key Areas of Accountability

Monitoring and Evaluation

  • Ensure SCiPNG delivers on all MEAL requirements on time and with high quality information.
  • Support the development of robust MEAL systems/frameworks, processes, and tools to measure achievement and progress towards project objectives and outcomes. Develop and report against accountability-related indicators and issues.
  • Design and implement data collection tools and methodologies, including post-distribution monitoring (PDM) surveys.
  • Ensure the integration of MEAL activities into project planning and implementation processes.
  • Oversee data collection, cleaning, and analysis, ensuring data quality/reliability and timely reporting.
  • Provide training and mentoring to Provincial, District, Community Development Workers, enumerators, and other relevant staff on MEAL methodologies and tools.

Accountability

  • Design and implement relevant/context-appropriate, safe, and functional Complaints, Feedback, and Response Mechanisms. Ensure feedback is documented, reviewed, and actioned.
  • Develop regular trend analysis of complaints on the organisation and sharing for wider learning and improvement.
  • Ensure that accountability to project participants is a core indicator of success for projects.
  • Conduct regular field visits to monitor data collection processes and provide on-site support.
  • Identify areas for improvement in MEAL processes and implement corrective actions.

Learning

  • Conduct regular data analysis to identify trends, challenges, and opportunities for program improvement. Contribute to the development of case studies, best practices, and lessons learned documents.
  • Coordinate the preparation of high-quality reports for internal and external stakeholders, including donors.
  • Facilitate learning processes with the teams, including organizing reflection sessions and workshops.

Stakeholder Engagement

  • Collaborate with stakeholders to ensure alignment of MEAL activities with broader project objectives.
  • Represent Save the Children and/or CNSP in relevant MEAL forums and working groups.

General

Desirable Knowledge and Experience

  • Experience with international donor (e.g., DFAT, MFAT, Global Fund, FCDO, UN, EU) regulations, project design, and reporting requirements.
  • Previous experience of working within a Payment by Results framework.
  • Knowledge/experience of working on accountability initiatives, such as child participation, information sharing, and complaints and feedback response mechanisms.
  • Understanding of gender and equity analyses.

CHILD SAFEGUARDING

This position may require the post holder to have regular contact with children or access to children and young people either frequently or intensively. S/he may have access to children directly through their data or direct visits. The holder will undergo a National Police Record Check and, where required, a Working with Children Check. Employees must sign on to Save the Children’s Child Safeguarding Policy and Code of Conduct.
