District Officer- Child Nutrition and Social Protection Project (CNSP)

Where you come in:

Reporting to the Provincial Coordinator, you will focus on coordinating and overseeing project activities at the district level, ensuring effective implementation, stakeholder engagement, and alignment with Save the Children and Government of PNG national objectives.

You will make an impact by:

  • Implementing Program Delivery
  • Coordinating Stakeholder Engagement
  • Providing Capacity Building support

This role requires:

  • Bachelor's degree in a relevant field (e.g., Development Studies, Public Health, Social Sciences).
  • Minimum three (3) years of work experience – preferably with an NGO and in social protection or nutrition programs.
  • Understanding of cash transfer programs and their implementation in developing contexts.
  • Ability to work effectively with government stakeholders and diverse partners.
  • Self-motivated, confident and able to take initiative, and work with the minimum supervision
  • Able to work harmoniously in across cultural environment.
  • Strong analytical and problem-solving skills
  • Exhibit a strong work ethic; ability to effectively plan and manage own time under pressure.
  • Excellent writing and verbal skills in English for reports and communications documents. Proficiency in Tok Pisin.
  • Familiarity with the local context and culture of the assigned district.

You have experience in leadership roles and managing large scale development projects. You have a strong understanding of social protection and nutrition programs, preferably in the Pacific context. You have proven ability to build and maintain relationships with high level stakeholders. You have strong financial management and budgeting skills. You have excellent communication and interpersonal skills. Proficiency in English; knowledge of Tok Pisin is an advantage

Position Description

Role Purpose

Reporting to the Provincial Coordinator, the District Officer will focus on coordinating and overseeing project activities at the district level, ensuring effective implementation, stakeholder engagement, and alignment with Save the Children and Government of PNG national objectives.

Key Areas of Accountability

Program Delivery

  • Work with the MEAL team and Provincial Coordinator to ensure activity implementation in the district, including but not limited to project participant registration, sensitization, and technical trainings.
  • Coordinate with the Provincial Coordinator to ensure alignment of operational processes and systems
  • Coordinate with Community Development Workers (CDWs) to ensure timely and quality implementation of project activities
  • Monitor key performance indicators (KPIs) for program delivery and address bottlenecks at the district level. Carry out district implementation plans.
  • Engage with the MEAL team with any monitoring needs, including post-distribution monitoring (PDM) activities in the district.
  • In collaboration with the Provincial Coordinator and People & Culture Team, recruitment, training, and supervision of CDWs in the district.
  • Ensure adherence to project activity deadlines for the district. Contribute to donor reports with accurate and timely information and data.

Stakeholder Engagement and Coordination

  • Serve as the primary liaison with district government officials, Payment Service Providers (PSPs), and other key stakeholders to facilitate smooth project implementation.
  • Represent Save the Children in relevant coordination meetings and forums at the district level. Maintain strategic relationships with district-level stakeholders and partners.

Capacity Building Support

  • Identify capacity-building needs for CDWs and coordinate training opportunities.
  • In collaboration with the MEAL team, facilitate knowledge sharing and best practices across wards within the district.

General

CHILD SAFEGUARDING

This position may require the post holder to have regular contact with children or access to children and young people either frequently or intensively.
