Q2 Impact is recruiting a Director of Finance and Administration (DFA) to support the USAID Papua New Guinea Peace Project. This activity supports the objectives of the U.S. Strategy to Prevent Conflict and Promote Stability (the Strategy). The Strategy is a new multi-year, U.S. Government effort aimed at countering alarming levels of violence by mitigating conflict, and building peace and community resilience in at-risk, environmentally vulnerable nations such as Papua New Guinea (PNG). The Strategy simultaneously seeks to leverage and coordinate local know-how and resources, as well as benefit from public and private investments to promote peace and advance sustainable and equitable local economic opportunities.

The DFA will report to the Deputy Chief of Party located within the country office in Papua New Guinea. The DFA will have primary responsibility for ensuring the integrity and usefulness of the Q2 Impact local financial systems; facilitating Q2 Impact’s internal project administrative operations; and, ensuring that Q2 Impact meets USAID/Papua New Guinea programmatic, as well as financial, and other reporting requirements.

PRIMARY RESPONSIBILITIES

  • Oversees the day-to-day field office financial management, accounting, and operations.
  • Helps design and implement policies and procedures for achieving project efficiencies.
  • Supervises financial and administrative staff, as required.
  • Oversees recruitment, vetting, hiring, and orientation of new staff, as required.
  • Maintains and manages field office accounts, in coordination with Q2 Impact headquarters (HQ).
  • Prepares and tracks project budgets and budget projections.
  • Review vouchers and payment requests, including proper backup documentation to ensure compliance with Q2 Impact policies and procedures and USAID rules and regulations.
  • Oversees procurement and inventory management of project supplies, services, and other items by USAID rules and regulations.
  • Ensures timely payments to staff, consultants, and vendors.
  • Calculates and issues payroll; calculates and submits payroll taxes to the proper Papua New Guinean authorities.
  • Maintains complete, accurate, and timely financial records in compliance with USAID and Q2 Impact policies and procedures; prepares and submits monthly financial reports as directed by Q2 Impact headquarters promptly.
  • Prepare Monthly, quarterly, annual and ad hoc financial reports to USAID including accruals, expenditures, projections etc.
  • Lead and coordinate budget re-alignment/changes as needed and provide full justification and related narratives.
  • Maintains and oversees internal controls with direction from the Director of Finance HQ.
  • Prepares estimates of monthly cash requirements and submits to Q2 Impact Project Management.
  • Coordinates with Q2 Impact’s local legal and accounting advisors; serves as the liaison between local external auditing authorities and Q2 Impact headquarters.
  • Treasury management, including daily supervision of cash position and accounts and petty cash.
  • Management of field office financial filing system (both paper and electronic), in coordination with Q2 Impact guidelines.
  • Oversee smooth project start-up in compliance with contract terms and USAID regulations.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Papua New Guinean citizen preferred.
  • Bachelor’s degree in accounting, Business Administration, or related field.
  • A minimum of ten years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, construction, logistics, and/or human resource-related matters for international development activities of similar dollar value.
  • Demonstrated supervisory experience.
  • Familiarity with USG financial reporting and compliance requirements; and
  • Experience in managing donor-funded procurements and subcontracts/grants.
  • Excellent written and verbal communication skills in English required.
