Deputy Team Leader - Child Nutrition and Social Protection Project (CNSP)

Where you come in:

You will support the Team Leader in implementing the Child Nutrition and Social Protection (CNSP) Project's Component 2 activities in East New Britain and Chimbu provinces. This role will focus on operational management and human resources, ensuring effective implementation of project activities at the provincial and district levels.

The Deputy Team Leader reports to the Team Leader and works closely with other key departments such as Finance, Supply Chain, Human Resources, Safety and Security, and SCiPNG’s provincial field teams.

You will make an impact by:

  • Overseeing Program Management and delivery of the CNSP Component 2 activities
  • Providing Operational Management
  • Provide Human Resource Management.
  • Leading stakeholder Engagement Coordination
  • Contribute to Monitoring, Evaluation, Assessment and Learning

This role requires:

  • Bachelor’s degree in a relevant field (e.g., Development Studies, Public Health, Social Sciences). Master’s degree is preferable.
  • Minimum eight (8) years of experience in project management – preferably in an NGO environment and with progressively more responsible positions. At least five (5) years of experience in social protection and/or nutrition programs.
  • Strong understanding and background of cash transfer programs, their implementation in developing contexts, and successful budget execution.
  • Excellent leadership and team management skills.
  • Proven ability to work effectively in complex, multi-stakeholder environments. Ability to think strategically, prioritise, and meet deadlines in a complex and challenging environment; must be culturally sensitive.
  • Strong analytical and problem-solving skills.
  • Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels and with a range of stakeholders (e.g., communities, government, donors). Proven external coordination and representation skills at a senior level.
  • Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure.
  • Excellent writing and verbal skills in English for reports and communications documents. Ability to present complex information in a succinct and compelling manner. Proficiency in Tok Pisin.
  • Willingness to travel frequently to project sites in East New Britain and Chimbu provinces.

Role Purpose

The Deputy Team Leader will support the Team Leader in implementing the Child Nutrition and Social Protection (CNSP) Project's Component 2 activities in East New Britain and Chimbu provinces. This role will focus on operational management and human resources, ensuring effective implementation of project activities at the provincial and district levels.

The Deputy Team Leader reports to the Team Leader and works closely with other key departments such as Finance, Supply Chain, Human Resources, Safety and Security, and SCiPNG’s provincial field teams.

Key Areas of Accountability

Program Management and Delivery

  • Coordinate with Provincial Coordinators and District Officers to ensure timely and quality implementation of CNSP Component 2 activities, including beneficiary registration, sensitization, and financial literacy training.
  • Monitor key performance indicators (KPIs) for program delivery and address bottlenecks through collaborative work across functions.
  • Support the development and refinement of implementation plans, ensuring alignment with the national CNSP roll-out strategy.
  • Oversee the recruitment, training, and management of Community Development Workers (CDWs) in coordination with provincial teams.
  • Ensure adherence to project timelines, budgets, and donor requirements.
  • Ensure timely and accurate reporting on project activities, including financial and narrative reports.

Operational Management

  • Manage day-to-day operations of the project, including logistics, procurement, and administrative functions.
  • Coordinate with the CMU and DfCDR to ensure alignment of operational processes and systems.
  • Oversee the establishment and management of project offices in the two provinces.
  • Ensure compliance with Save the Children's policies, procedures, and donor requirements.

Human Resources Management

  • Support the recruitment and onboarding of provincial and district-level staff.
  • Oversee performance management of project staff, including setting objectives, providing feedback, and conducting evaluations.
  • Identify capacity building needs and coordinate training opportunities for project staff.
  • Foster a positive team culture that promotes accountability, innovation, and results-oriented performance.

Stakeholder Engagement and Coordination

  • Liaise with provincial and district-level government officials, PSPs, and other key stakeholders to facilitate smooth project implementation.
  • Represent the project in relevant coordination meetings and forums at the provincial level.
  • Support the Team Leader in maintaining strategic relationships with national-level stakeholders.

Monitoring, Evaluation, Assessment and Learning

  • Work with the MEAL team to support implementation of post-distribution monitoring (PDM) activities.
  • Contribute to the analysis of project data and the development of recommendations for improving project performance.

General

CHILD SAFEGUARDING
