POSITION TITLE: Deputy Principal, Hon. Roy Biyama Balimo Academy

AREA: Balimo, Delta Fly, Western Province

LOCATION: Balimo College Campus

TYPE / DURATION: full-time, 12-month contract, 6-month probationary period

ABOUT KTF:

KTF is an Australian international aid and development organisation working in Papua New Guinea (PNG).

We work with people and communities to improve the lives and futures of Papua New Guineans. We do this by: assisting remote and rural communities with access to elementary and primary education; improving access to quality and accessible healthcare; improving equality and access to sustainable income-generation opportunities, especially for women; and by fostering the next generation of leaders.

KTF is a member of the Australian Council for International Development and is accredited with the Department of Foreign Affairs and Trade’s Australian Not-for-Profit Cooperation Program.

THE BALIMO COLLEGE EDUCATIONAL CAMPUS:

The Balimo College educational campus was established by SDP in 2019 to build the education and health standards and pathways for the Western Province. Through the college, SDP delivers tertiary qualifications in Teaching under the Balimo Teachers College program; provides secondary school certification and GPA upgrades through Flexible Open Distance Education (FODE); supports schools in the area through E-Learning programs; and in 2024, opened the Hon. Roy Biyama Balimo Academy.

HON. ROY BIYAMA BALIMO ACADEMY (the Academy):

The Academy is a PNG Sustainable Development Program initiative implemented in partnership with KTF. The Academy caters for all levels of schooling, including Early Childhood Education, Primary Schooling and Secondary Schooling, and aims to grow to support 1,000 students by the end of 2028. The Academy fosters an environment conducive to quality teaching and learning, being inclusive and responsive to additional needs, and removing educational barriers for local students to learn and grow in a safe and supportive environment.

ABOUT THE ROLE:

The Deputy Principal supports the Principal in managing the Academy’s activities. The ideal candidate will be an experienced and dynamic leader with a proven track record in educational leadership, a passion for fostering a positive school culture and the ability to drive academic excellence. Key responsibilities include supporting principal in leadership of academic and support staff, addressing student welfare and providing guidance for achieving academic excellence. Proficiency in educational technologies and strong leadership skills are essential, along with maintaining confidentiality and privacy within the school environment.

RESPONSIBILITIES:

  1. Leadership
  • Support the principal in leading and managing a team of academic and support staff;
  • Provide strong and effective leadership for the implementation of educational programs and policies;
  • Lead the administration team to ensure effective management of school operations, including coordination of administrative tasks, maintenance of accurate records and support for academic and extracurricular activities;

  1. Academic Excellence:
  • Support implementation and development of school’s teaching and learning practices in accordance with Standards Based Curriculum, adapting strategies to meet diverse student needs;
  • Encourage continuous improvement and innovation in teaching and learning practices;
  • Support and monitor student progress throughout the academic year;
  • Assist students in preparing for exams, ensuring they are confident and well-prepared;

  1. Student Welfare:
  • Help create a safe and supportive learning environment for all students;
  • Promote student well-being and maintain a positive and inclusive school culture;
  • Support the implementation of effective student discipline policies;
  • Advise on strategies to address and overcome individual learning difficulties;

  1. Partnership Development and Stakeholder Engagement:
  • Work closely with SDP and KTF staff in PNG and Australia on operations of the Academy;
  • Engage and support collaboration with other program staff at Balimo College and Balimo Teachers College to support collaborative efforts;
  • Represent SDP and KTF in engagement with relevant stakeholders in the Balimo community;

  1. Staff Support and Development:
  • Support in recruiting, coaching, and evaluating teaching and administrative staff;
  • Facilitate professional development opportunities to build capacity in staff;

  1. Policy Implementation:
  • Ensure adherence to SDP and KTF policies, including child protection policy, no-alcohol, drugs & buai policy, disability policy, gender equity policy, and counter-terrorism policy;
  • Assist in developing, implementing, and enforcing Academy policies in alignment with SDP and KTF guidelines;
  • Ensure compliance with policies and support regular policy review in collaboration with relevant stakeholders;

  1. Financial Management:
  • Support the management of the school budget to ensure financial sustainability;

  1. Operations:
    • Undertake a range of administrative, coordination and learning services activities directly related to the areas taught;
    • Support academic and administrative teams to maintain accurate records of students’ attendance, progress and assessment;

  1. Other:
  • Perform additional duties as directed by the Principal or KTF Management.

QUALIFICATIONS:

  • Master's or Doctoral degree in Education or a related field;
  • Proven experience as a school deputy-principal or similar leadership role;
  • Demonstrated ability to lead, motivate, and inspire a diverse team;
  • Knowledge of educational regulations and compliance standards in PNG;
  • Visionary leadership with a commitment to fostering a positive school culture;

  • Excellent communication and interpersonal skills;
  • Ability to inspire and connect across partners, people and cultures;
  1. Information Technology
  • A good understanding and competence of computers and technology for email communications, data management, administration;

OTHER REQUIREMENTS:

  • Applicants must have the right to work in PNG;
  • This position may require travel within PNG from time to time.
