CARE International in PNG is looking to engage a consultant for its WASH and Peace Project in Morobe Province. Many communities experience violence, either within families, among village residents, or with other communities. Children, women and those who live in vulnerable

situations are amongst the worst affected. Violence and security risks greatly impede access to clean and safe WASH facilities. UNICEF estimates, and this is borne out by CARE’s experience, that conflict sensitive, climate resilient and child-friendly WASH can be a catalyst for peace. This would greatly benefit children in PNG, not just for immediate access to facilities but for long term knowledge and skills to affect behaviour change, resulting in improved WASH behaviour and health outcomes. The consultant will take the lead and oversee the hardware component of the project.

SCOPE OF THE WORK

The consultant will work closely with Care International’s Project team, Provincial and district WASH Committee and UNICEF to undertake the following tasks:

  • Conduct assessment in 20 schools and identify appropriate water and sanitation infrastructure needed for the schools and make relevant recommendation on 10 selected schools for intervention.
  • Ensure that the construction of water and sanitation facility must consider conflict sensitive, climate resilient and child friendly factors in the design.
  • Develop appropriate design for construction that is in alignment to the government approved standard as captured in the WASH in school policy guidelines and infrastructure standard.
  • Provide material listing for procurement and develop budget for the construction.
  • Provide technical advice on appropriate technology and resources that are required for construction.
  • Provide capacity building for local artisans and supervise the artisans in the construction phase.
  • Provide appropriate reports on a timely basis on progress with assessment, construction and activity completion.

SKILLS AND EXPERIENCE REQUIRED

  • Relevant Degree or Masters in Civil Engineering or equivalent technical qualification and have significant experience in the field of WASH;
  • Minimum of 5 years of applicable work experience, preferably in the WASH infrastructure construction;
  • Knowledge of climate change and its impacts on WASH sector and social services.
  • Have experience working with donor or NGO and committed to deliver results on time especially in a short timeframe;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Ability to work and operate with minimum supervision;
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel;
  • Fluent oral and written communication skills in both Tok Pisinand English; and Be available to travel/work on weekends and outside normal working hours
