POSITION TITLE: Health Extension Officer (HEO) – Daily Worker


Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in more than 70 countries around the world. MSF is dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, belief or political affiliation. In PNG, MSF has been working since 2005 in places such as Lae, Tari and Bougainville. MSF is now extending its activities in order to support the Department of Health to improve access to care for tuberculosis patients in Gulf Province and NCD.


  • Identify the TB cases through active case finding activities, including cough triage, contact tracing and TB suspect evaluations
  • Record all patient encounters in such a manner as to ensure continuity of care by other providers
  • Provide explanations about diagnosis and treatment to patients and their families
  • Assist NDOH counterparts to implement the standardized TB suspect evaluation and treatment protocols for management of TB, both drug sensitive and drug resistance cases
  • Assist in maintaining accurate clinic records, including TB suspect register and TB treatment register
  • Identify patients who require referral to a higher level of care (PMGH), prepare the pertinent documents and contact the expatriate medical doctor, or their designee, all in a timely manner
  • Assist in data collection for NCD/MSF reporting, and for programmatic evaluation
  • Undertake clinical consultations and support of home DOTS, working together with the outreach team
  • Support and actively participate in other outreach activities such as TB health awareness and community talks, trainings etc.
  • Visit peripheral BMU (Basic management units) to ensure efficient TB case finding and support the provision of DOT (technical support and supervision)

  • Mandatory: Health Extension Officer diploma and registration
  • Approximately 2 year working experience as a medical doctor or in clinical position
  • Fluency in English (written and spoken) is mandatory. Good knowledge of local languages.
  • Excellent interpersonal skills and ability to work in a team
  • Ethical behavior and focus on beneficiaries
